The folks in the Texas legislature finally got their heads together on a package that would result in additional retail pricing flexbility, access charge reform, and statewide franchising for video, but the clock on the special session called by Governor Perry ran out. Another special session starts anew, but nothing else goes through until and unless the Governor gets school finance reform.

For that extra dash of salt on the wound, the bell also tolled on a bill that would limit the power of eminent domain for economic development in the wake of the Kelo case.
